The key is to find a marriage commissioner. There are plenty of hotels (that isn’t really a problem) and the paperwork can be done the day before or the same day. When you find a marriage comissioner you can ask them

a) Are there public holidays that will conflict with your plans?

b) Where you can buy the license (is there a friendly place near by?)

c) Where the event can take place (beach, hotel, etc?)

We showed up Friday evening, got a license on Monday morning and were married by the end of the day. We did need to find a marriage commissioner, but that was done before leaving for Canada.
